The Kenya National Commission on Human Rights on Friday condemned the fatal shooting of Adan Mohamed Hassan at Modika Barrier in Garissa, calling for swift investigations and accountability.
In a statement, the commission said the incident which occurred on April 20, raises serious concerns over the use of lethal force by law enforcement officers.
KNCHR called on the Independent Policing Oversight Authority to expedite investigations into the shooting and make its findings public without delay.
The rights body stressed that accountability of law enforcement officers is “non-negotiable” and essential to restoring and sustaining public trust in security agencies.
The commission reiterated that all security agencies must strictly adhere to the rule of law, emphasising that any use of force must be lawful, necessary and proportionate, and in full compliance with the Constitution and established human rights standards.
The commission also extended its condolences to the family and friends of the deceased, describing the incident as a grave matter that requires urgent and transparent handling.
KNCHR urged members of the public to remain calm, maintain peace and refrain from actions that could undermine public order as investigations continue.
It said it would continue to closely monitor the case and advocate for justice and accountability.
The fatal shooting has drawn attention to longstanding concerns about police conduct and the application of force.
