A horrific defilement and killing of a Grade Nine girl in Borehole 5, Fafi Sub-County, has triggered widespread outrage across Garissa County. Parents, teachers and human rights defenders are calling for swift justice.
The victim, Safia Abdi Bilal, had recently completed her Kenya Junior School Education Assessment on 3 November. She was reportedly defiled on Sunday evening before being brutally murdered.
The incident was reported at Hagadera Police Station shortly after the discovery of the body. Police confirmed that four suspects were arrested in connection with the murder.
A police statement said the crime occurred at around 2:00 a.m. on Sunday. The Directorate of Criminal Investigations Office (DCIO) in Hagadera has taken over the inquiry.
Education officials condemned the killing and called for accountability. Khalif Hassan, the Head of Institution where Safia studied, urged police to fast-track the case.
He described Safia as a disciplined and hardworking learner whose life was cut short unfairly. Hassan termed the attack “beastly and heinous,” demanding full justice for the family.
Human rights defenders have also strongly criticised the incident. Garissa Human Rights Defenders Network chairperson Muktar Dahir demanded urgent action.
Dahir said the government must ensure transparency and independence in the investigations. He warned that slow action would embolden criminals who target vulnerable girls.
He stressed that child protection is a constitutional responsibility that cannot be ignored. The community, he said, stands in solidarity with the bereaved family.
Human rights advocate Nimo Iftin Ali called for stronger coordination among security agencies. She warned that school holidays often expose minors to increased risks of sexual violence.
Nimo urged parents and guardians to monitor their children closely at all times. She said individuals with harmful intentions often prey on girls during school breaks.
Garissa County Director of Education Abdihamid Maalim Ali also condemned the killing. He said the incident was painful for both the family and the school community. Ali urged heightened vigilance throughout the long holiday to safeguard children.
