Audit findings have exposed widespread misuse and poor control of National Government–Constituencies Development Fund (NG-CDF) money, with millions in bursaries and school projects either unverified, incomplete or unaccounted for.
Auditor General Nancy Gathungu, in her report for the year ending June 2025, says repeated warnings have been ignored, allowing weak financial controls to persist in about 20 constituencies.
The report reveals that bursaries were issued without basic verification, while large sums were transferred to schools where physical inspections later found no work done, raising serious questions about accountability and value for money.
Constituencies flagged include Webuye West, Webuye East, Rongo, Makadara, Dadaab, Embakasi East, Kitutu Chache South, Thika Town, Awendo and Kinango.
In Awendo, bursaries to secondary and tertiary institutions could not be verified, while classroom projects showed major irregularities. Payments of Sh4.6 million to seven schools lacked beneficiary lists, and emergency works worth Sh4.5 million had no supporting evidence. The audit also cites overpayments in multi-storey classroom construction.
Embakasi East recorded some of the biggest gaps. Bursaries totalling Sh76.2 million were unsupported by applicant lists, vetting records or acknowledgement receipts, making it impossible to confirm whether students received the funds.
The report warns that weak record-keeping in Embakasi East increased the risk of misuse and misallocation of public money.
Site visits to Donholm, Maua and Embakasi primary schools, covering projects worth nearly Sh60 million, found no work had been done months after payments were made.
In Webuye East, 69 projects valued at Sh53.5 million lacked bank confirmations, cash books and reconciliation statements, leaving project account balances unverifiable.
The Auditor General says continued disbursement of NG-CDF funds without proper checks undermines transparency and accountability, and calls for urgent corrective action to safeguard public money.
